He is an Inspector and serves as the leader of the Sword-bearing Police Force, wielding the Jigen-ryu sword style. In the CD book version, he is given the name "Yoshitaka." Originally from Satsuma, he possesses a strong sense of elitism and tends to look down on lower-ranking police officers and ordinary citizens. As a former Ishin Shishi, the chief of police cannot be harsh with him, which he exploits to repeatedly act violently. To provoke Kenshin Himura, he attempts to humiliate Kaoru Kamiya by slashing her clothes, and he tries to arrest townspeople who object to his tyranny. Under the guise of self-defense, he attempts to cut down Kenshin but is defeated along with his subordinates. As a result of this incident, the Sword-bearing Police Force is disbanded.
In the first anime adaptation, his brutality is further emphasized. He attempts to execute a shoplifter, the shopkeeper and his daughter who tried to protect the thief, and Yahiko Myoujin, who defied him, as an example to others. After being defeated by Kenshin, he and his subordinates are punished by Aritomo Yamagata.
In the first volume of the novel series, "Sanosuke and the Brocade Print," he appears again, plotting an armed uprising together with Someya, but is once again defeated by Kenshin.
