Tooru Ousaki is a male character in Akane-banashi, known as Akane Ousaki’s father and as a former rakugo performer who was the first disciple, and once the leading disciple, of Shiguma Arakawa.

As a rakugo performer, he used the stage name Shinta Arakawa.
The story’s first episode is told from his point of view.
He is a central figure in the work’s emotional foundation and in Akane’s motivation.
Tooru was a rakugo artist by profession and the earliest disciple accepted by Shiguma Arakawa.
He was also regarded as Shiguma’s former top disciple.
Even after 13 years in the profession, he failed to achieve a breakthrough as a performer.
He remained stuck performing at vaudeville-style rakugo events held in small live music venues around town.
As a rakugo artist, he was especially praised for his acting ability.
He excelled at carefully distinguishing and portraying each character within a story.
During the exam for promotion to the rank of shin-uchi, Tooru performed the classical rakugo piece Shibahama.

According to Shiguma Arakawa, Tooru had wanted to inherit Shiguma’s art.
For that reason, Shiguma believed Tooru performed Shibahama in the style of Shiguma’s predecessor during the exam, which led to his expulsion.
After being expelled, Tooru found work at a distribution company that dealt in the buying and selling of concrete.
He also distanced himself from rakugo after that setback.
Even so, when Akane decided to become a disciple under Shiguma Arakawa, Tooru supported her choice.
He encouraged her by saying that if her master was Shiguma, there was nothing to worry about.
After his expulsion, Tooru kept his distance from rakugo for a long time.
The first time he directly watched Akane perform on stage was at the debut event for Asagao.
When he saw his daughter performing rakugo not out of duty, but with genuine joy, he was moved to tears.
It was a rare and deeply personal moment for him.
He also helped Akane indirectly during the crisis surrounding her promotion to the rank of futatsume.
He brought Taizen, who had been delayed by interference from Zensho, and he pulled Akane back when she became too immersed in a story and nearly lost control.
Tooru has a highly distinctive hairstyle and wears round glasses.
According to Suenaga, his visual design was modeled on the third-generation Ryutei Kochiraku.
Tooru is portrayed as a man of talent whose career never bloomed the way it should have.
That frustration, and the pain of expulsion, shaped both his life and Akane’s journey.
At the same time, his love for rakugo never truly disappeared.
His support for Akane reveals both his lingering faith in the art and his hope that something precious can still be carried on through her.
